FDOT Toll Rate Rule Development Public Workshop

The Florida Department of Transportation (FDOT), Florida’s Turnpike Enterprise (FTE) is hosting a statewide Toll Rate Rule Development Public Workshop to provide the public an opportunity to review and comment on proposed amendments to Rule 14-15.0081, F.A.C. (Toll Facilities Description and Toll Rate Schedule). Amendments to the rule include the addition of two new facilities (Gateway Expressway and Suncoast Parkway from US 98 to County Road 486), and five new interchanges, including:

  • NW 170th Street interchange at Milepost 37 on the Turnpike Mainline (SR 821) in Miami-Dade County

  • Sand Lake Road interchange at Milepost 257 on the Turnpike Mainline (SR 91) in Orange County

  • Braddock Road interchange at Milepost 20 on Polk Parkway in Polk County

  • NW 8th Street interchange at Milepost 0 on Sawgrass Expressway in Broward County

  • Ridge Road interchange at Milepost 25 on Suncoast Parkway in Pasco County

The rule amendments set toll rates for the Ticket System upon conversion to All-Electronic Tolling (AET), consolidate the Northern Coin, Ticket System, Southern Coin, and Homestead Extension of Florida’s Turnpike systems into one “Turnpike Mainline” rate table, and update the mileposts of toll gantries relocated due to AET conversion. The proposed amendments also include the addition of TOLL-BY-PLATE rates to Alligator Alley, Pinellas Bayway System and Sunshine Skyway Bridge rate tables, updates to the Beachline West Expressway plaza toll rate and a future toll plaza on the Polk Parkway.

The Department will provide several options to participate in this Public Workshop.  You may participate virtually/online at 6:00 p.m. on Wednesday, September 29, 2021, from a computer, tablet, smartphone, or by telephone in listen-only mode. Alternatively, you may participate in-person at 6:00 p.m. on Wednesday, September 29, 2021, at one of the site locations listed below:

If the in-person Public Workshop cannot be held on Wednesday, September 29, 2021, due to severe weather or unforeseen conditions, it will be held on the alternate date of Wednesday, October 6, 2021 at the same time and place.

Administrative rules are a state agency’s statement of general applicability that implements, interprets, or prescribes law, policy or agency statements describing the procedure or practice requirements of the agency. The rule development and rulemaking process is the procedure to amend existing or develop new administrative rules.
